Trump’s FBI raids office of Virginia redistricting champion Louise Lucas
Federal agents Wednesday raided the office of Virginia state Sen. Louise Lucas — one of the most powerful Democrats in the state and a leading force behind Virginia’s newly approved congressional redistricting plan.
The raids come just weeks after Virginia voters approved the high-stakes redistricting referendum Lucas helped lead through the legislature and defend publicly. As such, it’s the latest apparent example of the Trump administration using law enforcement to target its political opponents.

The referendum — now tied up in court — could significantly reshape Virginia’s congressional map and potentially shift several U.S. House seats toward Democrats ahead of the 2026 midterms, if upheld.
“The FBI is executing a court-authorized federal search warrant in Portsmouth, VA,” the bureau said in a statement. “There is no threat to public safety. This is an ongoing investigation and no further information is publicly available at this time.”
Despite that limited statement, Fox News quickly characterized the operation as a “major FBI corruption investigation” while airing live footage from the scene — prompting immediate scrutiny from journalists and democracy advocates over how the network appeared to have detailed information before any public court filings or official allegations had been released.
No indictment has been announced and no criminal charges against Lucas have been made public.
Local reporters described FBI agents carrying boxes out of Lucas’ office while SWAT personnel were also seen near a cannabis dispensary connected to her business interests. Reports indicated roughly 10 locations were involved in the searches.
The investigation appears connected to cannabis businesses associated with Lucas, who has long supported marijuana legalization in Virginia and helped pass the state’s legalization legislation in 2021.
But the timing of the raids — arriving after Lucas became one of the most visible faces of Virginia Democrats’ redistricting push — instantly alarmed many Democrats and pro-democracy advocates, who openly questioned whether the raid reflects a broader pattern of aggressive federal action against political opponents under President Donald Trump.
U.S. Rep. Bobby Scott (D-Va.) directly linked the raid to what he described as Trump’s continued efforts to use the Justice Department against adversaries.
“While we await the full facts of the investigation, it must be acknowledged that this FBI raid occurs in the broader context of President Trump’s repeated abuse of the Department of Justice to target his perceived political opponents,” Scott said. “It should be noted that this is occurring just two weeks after Senator Lucas helped lead the successful effort by Virginia voters to reject President Trump’s attempt to rig the midterm elections.”
“Like all Americans, Senator Lucas has a right to due process and a presumption of innocence,” he added.
Virginia House Speaker Don Scott — another leading architect of the state’s redistricting push — also forcefully defended Lucas and questioned the political spectacle surrounding the raid.
“I am deeply concerned by today’s FBI raid. Given the politicization of this administration — an FBI led by Kash Patel and a Justice Department run by President Donald Trump’s former personal attorney — I think people should take this with a grain of salt and allow the facts to come out before jumping to conclusions,” Scott said in a statement. “How was Fox News, a national media outlet, first on the scene? Did they know about the raid beforehand? If so, who approved that? And what more information is there about what this raid was actually about? Virginians deserve answers before anyone rushes to political conclusions.”
Other Democratic commentators went further, arguing the optics surrounding the operation were impossible to ignore.
“Very simply, Lucas successfully fought against Republicans’ abuse of power,” progressive commentator Adam Mockler wrote on X. “And now the response appears to be an even more vindictive use of power against the person who stopped them.”
There is no public evidence so far connecting the federal investigation itself to the redistricting referendum or other election activity.
The New York Times, citing two federal law enforcement officials familiar with the matter, reported that the investigation involves allegations of bribery connected to a cannabis dispensary co-owned by Lucas and that one official said the probe began during the Biden administration.
The FBI, however, has still not publicly named Lucas as a target, announced charges or released court documents detailing the allegations.
Fox News, meanwhile, maintained that the searches were tied to a federal corruption and illegal marijuana sales probe, according to unnamed federal law enforcement sources.
Reports also suggest the investigation may have originated during the Biden administration. Trump allies seized on those details to reject accusations that the probe itself was politically vindictive, while Democrats and pro-democracy advocates continued raising concerns about the highly public nature of the operation and its timing following Virginia’s redistricting fight.
Right-wing commentators have further circulated claims that two former prosecutors in the Eastern District of Virginia, Elizabeth Yusi and Kristin Bird, were removed after resisting to pursue the investigation against Lucas.
Those allegations have not been independently confirmed, and no public filing has established that their departures were connected to Lucas. But if true, it could intensify scrutiny over internal decision-making and selective prosecutions inside Trump’s DOJ.
Federal search warrants require judicial approval and investigators must establish probable cause — a legal standard meaning authorities must show evidence suggesting a crime may have occurred. Search warrants are investigative tools, not findings of guilt.
The raid also lands amid a broader pattern of Trump-era investigations targeting prominent political adversaries of the president — including New York Attorney General Letitia James and former FBI Director James Comey.
Federal prosecutors under Trump’s DOJ have pursued multiple cases and investigations involving both figures, efforts critics have repeatedly described as retaliatory and legally weak. Several indictments tied to those investigations were later dismissed or failed before grand juries, though the administration has continued attempting to revive some of the cases.
But as the facts remain limited, a powerful Democratic lawmaker who helped engineer one of the country’s most consequential redistricting victories is suddenly at the center of a sweeping federal investigation.
