Texas Tarrant County Redistricting Challenge (LULAC)
LULAC v. Tarrant County
A pro-voting lawsuit challenging a GOP-approved redistricting map that dilutes the voting power of minority voters in Tarrant County, Texas.
Background
The League of United Latin American Citizens of Fort Worth (“LULAC”) and the League of Women Voters of Tarrant County are suing Tarrant County, Texas in state court over a new district map for electing county commissioners. Plaintiffs claim that the map eliminates one of the two existing majority-minority precincts and instead packs the bulk of the county’s minority voters into a single precinct while cracking others across the remaining three precincts. Plaintiffs argue that the Commissioners Court violated the Texas Open Meetings Act by engaging in secret “walking quorum” discussions to reach consensus on a racially discriminatory map before holding a public vote, thereby circumventing transparency and public deliberation requirements. They further contend the Commissioners Court unlawfully redistricted in a racially discriminatory manner that ignored the required consideration of voter convenience, and intentionally diluted Black and Latino voting power in violation of both the Texas Constitution and the Texas Civil Practice and Remedies Code. They seek a court order blocking implementation of the map.
Why It Matters
The new precinct boundaries, which were created by the national GOP’s top map-drawer and a right-wing law firm, intentionally suppress minority voices and will make it much easier for Republicans to win a seat currently held by a Democrat, expanding their majority.
