Johnson v. Ardoin, No. 3:18-cv-00625 (M.D. La. 2018)

Challenge to Louisiana’s 2011 congressional map under Section 2 of the Voting Rights Act on behalf of African American voters. The challenged map packs African-American voters into a single congressional district (“CD 2”) and disperses cohesive African-American communities among several other surrounding districts, effectively preventing African-American voters from forming a majority in two congressional districts. Plaintiffs argue that the current plan, in conjunction with the high levels of racially polarized voting and historical legacy of discrimination in Louisiana, denies African American voters an equal opportunity to elect their preferred candidates to the U.S. House of Representatives.
